It is not easy for him/her to watch less TV or stop watching it because there are favorite TV shows he/she loves. Having favorite television shows makes watching TV very addicting.

But how can one learn to stop watching television? It's very difficult to do so.

Just tell him/her to get a different hobby, if they want, get a hobby between a time of shows that they had already seen.
